The Engineering and Technology Industry Council (ETIC) was established in 1997 by the Oregon Legislature through SB504 to establish criteria and measurements that will be used for determining investments made from the Oregon Engineering Education Investment Fund.

Mission:

Make post-secondary engineering and technology education a strategic resource that fuels the Oregon economy and creates opportunity for all Oregonians.

Vision:

Oregon’s engineering & technology education and research programs are strategic assets for Oregon’s economy and Oregon’s residents by:

  • providing businesses a competitive advantages in the global economy;
  • providing unique programs of the highest quality that meet the needs of Oregon’s industry clusters;
  • attracting resources to Oregon from throughout the world;
  • doubling the number of bachelors, masters, and PhDs receiving a globally competitive engineering education; and
  • performing innovative research that gives existing and new businesses a competitive advantages in the global economy.

Guiding Principles:
  1. Build capacity for the undergraduate program through increasing the number of excellent faculty, expanding facilities and equipment, marketing programs, and recruiting qualified students emphasizing diversity.
  2. Expand program opportunities from Portland throughout the state to meet the needs in rural Oregon.
  3. Promote excellence and quality.
  4. Leverage private dollars.
Criteria:
  1. Increase the state's program and faculty capacity to meet the graduate level and professional education needs of engineers working in the high-tech industry.
  2. Create additional opportunities for Oregonians in engineering disciplines critical to the advancement of Oregon's industries.
  3. Produce the greatest number of educational benefits with the least cost to the public.
  4. Avoid duplication of public and private resources and leverage private resources.
  5. Make all investments through performance-based contracts with measurable outcomes.
