The 2007-2009 Budget invests $37.28 million in ETIC over the two-year period starting July 2007. This investment will:
- Continue support for base engineering programs, internship efforts,
K-14 outreach, and current research projects
- Make enhancements in current engineering curriculum to ensure graduates are work-ready with the latest skills and industry standards
- Make new investments in biomedical and renewable energy engineering to keep pace with Oregon’s emerging industries

The ETIC Plan for the 2007-2009 Biennium also includes authorization for the use of Certificates of Participation (COPs) to finance improvement to facilities and purchase of equipment during the biennium. The 2007 Legislature approved a maximum of $11.76 million in COPs to be used for these purposes.
The Investment Plan includes allocations for competitive grants to enhance the "pipeline" of those entering college engineering and technology programs through projects that implement recommendations from the Oregon Pre-Engineering & Applied Sciences Strategic Planning Summit (OPAS).
